Ms. Z first came to the United States on a J-1, later lived in China for two years to satisfy the home residency requirement, and was granted an I-612 waiver. She then received an H-1B job offer from a major U.S. tech company. At her visa interview back home, the consulate asked for the official I-612 approval notice, but the paper notice had been lost in the mail. Her visa was held in administrative processing (221(g)) and she could not return to start work. Ms. Z tried every public channel on the USCIS website and still could not get the approval notice, and the consulate firmly insisted on the official notice only. That is when she came to us.

• The consulate would accept only the official USCIS approval notice: the State Department recommendation letter she had submitted was treated as non-final, and a verbal confirmation of approval by phone did not count as proof.

The approval notice arrived before the formal reply to the expedite request, which shows the expedite materials were working alongside the case from the day it was filed. For applications with no official expedite track, preparing early and pushing actively is what real "expediting" looks like.
